Message from the PSRS Secretary

The President’s Office, Public Service Recruitment Secretariat (PSRS) is an independent department established by Section 29 (1) of the Public Service Act CAP 298, as amended by Act No. 18 of 2007. PSRS was created to facilitate the recruitment process on behalf of the Government. The Amendment Act No. 18 of 2007 under Section 29 (6) outlines the functions of the PSRS as follows:

  • Search for various professionals with special skills and prepare a database for such professionals to simplify recruitment.
  • Register graduates and professionals to ease the reference process when filling vacant posts.
  • Advertise vacant posts occurring in the public service.
  • Engage appropriate experts to conduct interviews.
  • Advise employers on various matters related to recruitment.
  • Perform any other acts or tasks as directed by the Minister responsible for Public Service.

Human resources are a critical and significant factor in public service delivery. Therefore, PSRS has been given the role of recruiting public servants in a fair, transparent, and timely manner while ensuring quality and access for all applicants to deliver equitable public service in Tanzania. Our aim is to improve the government’s public service concerning the recruitment process according to our rules and regulations and, at the same time, enhance good relations with our stakeholders.

As we all know, the government’s motto is to enhance transparency and accountability to the public. PSRS enables ministries, independent departments and agencies, regional secretariats, local government authorities, and other public institutions to acquire human resources with relevant competencies by adhering to principles of fairness, impartiality, transparency, and meritocracy in Tanzania’s public service. By adhering to these principles, it is expected that Tanzania’s public service will be of a high standard and contribute to the national economy’s growth in line with Vision 2025.

Who We Are

The Public Service Recruitment Secretariat (PSRS) is a government body with the status of an independent department established specifically to facilitate the recruitment process of employees into the public service. PSRS was established by the Public Service Act No. 8 of 2002, as amended by Act No. 18 of 2007, Section 29 (1).

Vision

To be a Centre of Excellence in Public Service Recruitment in the region.

Mission

To undertake the recruitment of public servants using modern approaches by adhering to principles of equity, transparency, and merit, as well as providing advice to employers on employment-related matters.

Functions of the Public Service Recruitment Secretariat

The primary role of PSRS is to facilitate recruitment in the public service. According to the Public Service Act CAP 298 of 2002, as amended by Amendment Act No. 18 of 2007, Section 29 (1), the functions of PSRS include:
